HEAVY FROST AND FOG REIGNED IN CITY DURING NIGHT.

Following a heavy fog, which enshrouded the city during the night, another heavy frost set in. and streets and lawns looked this morning as if there had been a fall of snow. At the Obervatorv, 12.9 degrees of frost-were registered. This figure represents the hardest frost of the year to date. The previous highest was 11.0 degrees, recorded yesterday.
