The arrest to-day of a leading member of the Opposition is a sensational climax to municipal graft disclosures. The total now gaoled is 25. In view of the influential position of the arrested men, members and Peers are determined to urge the judi ciarv to prosecute without limit. Judicial investigations in Tokio during August into a municipality bribing scandal culminated in startling developments. Evidence was unearthed of graft extending to further issues besides the original matter. It was reported on August 18 that thirteen persons had already been arrested.
