REFORM OF GERMAN CONSTITUTION LIKELY.

(United Press Assn.—By Electric Telegraph.—Copyright. > LONDON. September 25 The Berlin correspondent of “The Times” states that the Nationalists announce their willingness to cooperate with the “Steel Helmets” to reform the Constitution, regarding the proposed referendum on the question as a step towards a definite policy. The Fascists will support the movement, but the People’s Party, under Dr Stresemann, is unlikely to assist, because a moment when foreign affairs are not going well is not.the time to stimulate partisanship at home Though the Nationalists and Dr Stresemann ’s supporters are equally disappointed concerning Geneva, they consider, in view of the Franro-British naval compromise, that France has duped Britain into surrendering her European independence. They argue that no other form of government in Germany could have done more during the past few 3’ears. Any change must be gradual.—Times Cables. Before the general election in Germany this year there was a section cf the Nationalist Party which strongly objected to the party vote being cast in the Reichstag tor the prolongation of the law protecting the Republic. This section issued a manifesto giving its ideals as: “First, the restoration by legal means of the legitimate monarchy; second, living Christianity in the house and in the school in Reich. State and Commune, also sound Gorman agriculture, flourishing German handicrafts, unfettered German industry, honest German trade, a strong military force independent of political influences capable of protecting the Fatherland as formerly against, enemies armed to the teeth and disinclined to disarm, the return of the stolen colonies, honourable and trained oftv cials, purity of ptiblic life, and real freedom of opinion.” The manifesto said that the party “combats Judaism, which disintegrates everything. It combats parties dependent on Judaism, particularly the Democrats and Social ists. It combats the whole of thpresent system that is responsible for Germany’s tribulation, and finally it combats Parliamentarianism.”
