UNIVERSITY BILL WILL MAKE CHANGES.

SUBSIDIES WILL NOT BE GREATER THAN £25,000. (Special to the “Star.") WELLINGTON, September 25. A large number of amendments to the New Zealand University Act are contained in a Bill introduced by Governor-General's message to-day. It is provided that the maximum subsidies payable on voluntary contributions received by the Council of the University or by any constituent council in any year, whether received before or after the passing of the Act, shall be £25,000, though there is no obligation to make a refund of any subsidy already paid. The original provision for payment of a £ for i! subsidy on voluntary contributions is extended to cover contributions for the erection of buildings in addition to capital endowments. No new chair in any constituent college or in the Massey Agricultural College or Canterbury Agricultural College is to be constituted without the prior consent of the Council and the Minister of Education. The Bill repeals the annual statutory’ provision for the New Zealand University, leaving the amount to be appropriated regularly by Parliament. The value of University scholarships is -increased by £5 to £25. University bursaries are to be open to all persons of either sex who have been three years resident in New Zealand prior to the award, the former restrictions being removed. The definition of professor of the University is extended to include those of . Canterbury Agricultural College, which also secures representation on the L T niversity Council. Provision is made for the office of Pro-Chancellor of the. University, who shall receive such salary as the Council determines. Power is given to confer the honorary degrees of Doctor of Laws, Science, Literature or Music on the recommendation of the Academic Board, unless this body, having reasonable opportunity of doing so, fails to make such recommendation. One member of the Academic Board will be elected by the professorial staffs of the Massey and Canterbury Agricultural Colleges.
