" Before the proportional representation system can be readopted, it will be necessary to pass a motion rescinding the present first-past-the-post system,” said Councillor D. G. Sullivan, when asked this morning regarding the Labour Party's intention to re-intro-duce the proportional representation •vstem at municipal elections. “In the event of the proportional representation system beine reverted to, the council will not be able to divide the city into wards.” said Councillor Sullivan. “ The city must be maintained as a single electorate. Mr J. M’Combs, M.P., had suggested that it might be advisable to follow the lines of the British system of making the count. , This was a much quicker business than even the counting of votes under the first-past-the-post system.”
