SOVIET MODIFIES COURT PENALTIES.

The Soviet has issued a decree, modifying Court penalties of severe punishments, which will henceforth be indictable only on “class enemies,” professional criminals, brigands, inceniaries, horse thieves, embezzlers, takers and receivers of bribes and others. These may be imprisoned only in special cases, the general form of punishment being dismissal, public Press censure, fines and confiscations. Courts may acquit prisoners whose guilt is clearly proved, if their punishment is considered inexpedient.—United Service.
