PARALYSED MOTORIST DISQUALIFIED FOR LIFE FROM HOLDING LICENSE.
LONDON COUNTY’S LAX METHODS LAID BARE. (Special to the “Sar.”) LONDON, October 14. Alvaro I-lerner, a photographer, of Darrock Street, Gravesend, was at Marylebone Police Court yesterday fined 6s 6d, ordered to pay £5 13s 6d costs and disqualified for life from holding a motor driving license. lie was summoned for driving a car in a dangerous manner. Herner admitted that he was partly paralysed in his right hand and almost completely paralysed in his left leg. It was stated that he ran on to the pavement, knocked dqwn a boy of fourteen and a man of seventy through a shop window. Herner said he obtained his license last June, and had been driving almost daily ever since. The accident happened six weeks after he obtained the license. He did not suppose that the L.C.C. knew of his affliction when they issued the license. Mr Hay Halkett (the Magistrate) asked if the L.C.C. would have said anything if they had known. Mr Barker (for the Commissioner of Police) replied that they issued licenses to anyone without question, and had, he understood, issued one even to a blind man. Mr Hay Halkett; So that any person, blind or stone deaf, could obtain one. It is a very serious matter. Mr Alfred Johnson, defending, suggested that the persons mainly responsible for the accident were the authorities who granted Herner his driving license, which should not have been granted having regard to his physical disability. Mr Hay Halkett; I agree. Of course it should not.
