DRAINAGE BOARD REVIEWS AFFAIRS AT MONTHLY MEETING.

The Christchurch Drainage Board met last evening: present—Messrs H. J. Otley (chairman), W. J. Walter, W. Large, A. Smith, H. G. Livingstone, E. H. S. Hamilton, D. Rowse, and W. R. CASHMERE DRAINAGE. A special committee set up to consider on what terms the Cashmere Drainage system could be taken over by the board recommended:—(l) That the Heathcote County Council should be advised that the board was prepared to take over the future control and maintenance of the present system and disposal of sewage; (2) Cashmere to be created a separate sub-district and to bear all cost of maintenance of the sewers within its boundaries; (3) that for the purpose of elections it should be deemed to be a portion of some already existing electoral sub-district, say Spreydon; (4) that it should be liable for interest and sinking fund on that portion of the £700,009 loan expended on headworks, namely, main sewers, pumping stations and sewage farm extensions, and a proportion of the maintenance and administration charges. The report was adopted. RIVER POLLUTION*. The Woolston Burgesses’ Association wrote protesting against the continued pollution of the Heathcote River. The secretary of the association stated that a dark fluid seemed to be emptying into the river from Bell’s Creek, and could be traced for a mile when the tide was on the ebb. A protest was made also against river pollution from factories. For years, that had been on the increase, and sometimes when the tide was flowing the river had the appearance of a sewer. The letter was referred to the Works Committee for a report. ENGINEER’S REPORT. The engineer reported that a survey was in hand for ari estimate of the cost of deepening Winter’s Road drain and Tyson’s drain. The usual inspections had been made of trade effluents and sedimentation tanks were found to be in good order with the exception of that at Messrs Bowron and Co.'s premises. The tank at those works was too small to deal effectively with the waste water discharged. The management had promised to remedy matters by constructing a second tank. In regard to an application from owners of land fronting Kerr’s Road and Woodham Road, lie recommended that the board should take over and maintain the drains on condition that easements over the land occupied by the drains should be granted to the board and concrete inverts should be placed in the drains. A further length of eleven chains of a drain on the north side of Travis Road should be taken over and maintained by the board. The report was adopted. MISCELLANEOUS. Mr W. M. Jeffrey, general manager of the New Zealand branches of the Hume Pipe Company, wrote expressing deep sympathy with the board in the loss of its chairman. Mr Walter Hill. The Wor.ka Committee reported that it had granted an application for a sewer in New Road, off Jerrold Street, Spreydon. Tt had approved of the engineer's recommendation on flooding in Totara Street and Purlri Street, Riccarton, and the work would be put in hand as soon as possible. A special committee set up to consider tenders for the supply and installation of machinery for pumping stations Nos. 9, 12 and IS reported that it had accepted the tender of Messrs A. D. Riley and Co. at £2035 ss. A grant of £2O to the Technical College was renewed.
