AN APOLOGY BY ITALY TO FRANCE.

The French Ambassador visited the Foreign Office to protest against the incidents at Benghazi, where the crowd ordered the French Consul to hoist the Italian flag, and also at Tripoli, where the mob broke into the French Consulate. The Foreign Minister apologised, promising to punish the offenders. The latest arrest in the Spanish plot is that of Borromeo Roche, believed to be a Separatist ringleader.
