The excitement in the lobbies and the Chamber was more intense even than yesterday. A feature of the situation has been the tendency towards a further splitting- of the parties. A meeting of Radicals and Socialists formed inter-party groups to promote the idea of a Ministry of National Union. The Socialists have not yet decided to support M. Herriot. It is even suggested that the Government may be unable to meet Parliament because it is unable to count on all the supuort of which it was assured. LONDON, July 21. The latest messages state that M. Herriot has been beaten on a vote of confidence.
