Lord Birkenhead, who is a member of the Cabinet committee which is 1 examining trade union law, addressing 1500 Conservative Association delegates, declared that the primary necessity was that the controllers of trade union funds should be answerable for the wrongful acts for which they were responsible. He favoured secret ballots. lie believed the difficulty of adequately arranging for them could be surmounted. A secret ballot would be useless if the examina- ! tion of votes were left entirely in the J hands of representatives of the trade I unions. The Cabinet committee had overwhelming evidence of fraudulent votes and bogus returns.
