The Berlin correspondent of the "Daily Telegraph" reports:—“ Wellinformed persons state that the French Note has been formulated in a highly judicial form, requiring careful study. It appears to seek, as a substitute for Germany s offer of a security pact a system of arbitration treaties. which Germany is to conclude with Belgium, France, and certain of Germany’s eastern neighbours. “ The Note expresses the wish that Germany will enter the League of Nawithout making any direct dcXTALIAN ATTITUDE. An Italian communication, in reply to the French communication, withholds a statement of views pending receipt cf Germany’s reply and the definite opening of negotiations. The reply observes that the Italian Government is in agreement with the French respecting the general principles of the proposed pact. THE DOMINIONS. LONDON, June 16. In the House of Commons, questioned in regard to the proposed security pact. Mr L-. O. M. S. Amery said that the correspondence with the dominions with regard to the terms of the French Note to Germany would not be communicated to the House. Captain Wedgwood Benn (L., Leith) said Mr Baldwin had indicated that he might .answer whether the agreement required the assent of the dominions. Mr Amery replied; No, that does not follow. Mr Garro-Jones (L., Hackney) asked; Had not the dominions already expressed their view? Did not the Prime Minister of Canada state that he would have nothing to do with the pact ? Mr Amery made no reply.
