Tho Riga correspondent of thf “ Daily Mail " says that the Bolshevik Finance Commissariat recommend* tha enactment of a law prohibiting children under fourteen begging in the streets, a« the sight of thousands of young children begging in Moscow gives foreign visitors a bad impression of the Russian economic and financial position. The Commissariat’s investigations showed that 60 per cent of the cbildreo who are begging are the main support of starving families. 30 per cent beg in order to increase the family income and only 10 per cent, totalling 15.000, are orphans.
