At the pony-racing inquiry further evidence was forthcoming from pons - owners, trainers and others of alleged collusion between owners and bookmakers, of bogus betting, fielding of ‘ dead une," aud the stewards betting. One witness declared that the preheat control was a regime of despotism. Tt was also alleged that some stewards were notorious betters. They accepted big commissions from bookmakers and stamped the ring. Another charge xu that the steward* relied largely upon third degree method* of conducting* inquiries, combating evidence particularly that for the defence.
