Daugherty, in his annual report states that the liquor smuggling business is the greatest criminal problem the United States lias ever faced. He states that I*o,ooo gallons of whisky from Scotland alone were illegally imported into the United States within a period of seven weeks. The Bahamas had sent 1.300.000 gallons into tho United States in the past twelve months, and eighteen vessels of foreign registry, rum running, were seized in the last fiscal year. Mr Daugherty concludes with a sum mary of the tremendous difficulties of enforcing the laws, caused by the United States’ great southern and northern boundaries and the set of the coast. TOKIO. December 4. The Rev S. Motoda will be consecrated Bishop of Tokio and the Rev Y. Naide Bishop of Osaka during the next, fortnight. Both are Episcopalians and the ceremonies will have religious and historical significance, it being the first time that missions of churches of the Anglican Communion have heen created self-sup-porting dioceses, and have elected their oivn bishops under a. caiion of their own churches and on an equal stand ing with sister churches in the Difitish Empire. These bishops hove full ecclesiastical control, but schools and hospitals will continue to be under foreign missionary control. All territory outside of Tokio and Osaka will continue to be under foreign missionary bishops.
