The Government has published a statement confirming the reports that vigilantes killed 500 Korean residents in Japan in the excitement following the earthquakes. The Government ciiarges the Koreans with being engaged in looting, incen- ! diarism and other outrages, but admits that the terrified people, during the terrible trials, committed acts of violence upon innocent Koreans and Chinese along with the guilty.
