The Berlin correspondent of the “Daily Chronicle” says: “M. Poincare’s editing of the German Communique relating to conversations between him and the German Charge d’Affaires is regarded here as an ef fort to explain away what really happened. M. Poincare, in one breath, insits on tho restoration of conditions in the Ruhr to those existing prior to the occupation, and in the next warns tho Reich not to interfere with French authority there. ‘‘The whole French attitude is re-
garded as so outrageous that Cabinet has concluded that attempts to negotiate with Paris and Brussels are use less. The Reparations Commission maybe approached, but it is felt, doubtful whether anything can be achieved.
