Dr Cuno, in a speech, emphasises that the price of peace must be one which Germany could pay. and under such conditions a* _not to infringe her independence, while safeguardig her against the sanctions which prevented her from paying her reparations obligations. The Government at all hazards would adhere to this policy. Only by negotiations face to face could thye discover what the other side required as a sufficient guarantee.
