MANY INFORMAL PAPERS. The scrutiny of the rolls and the official recount of the votes recorded on the concert Irnll loan proposal were completed yesterday afternoon. The recount has resulted in an increase of 319 in the number of informal papers and a reduction of the majority in favour of the proposal from 112 to 100. Freeman, tlie returning officer for the elections, stated yesterday afternoon that lie intended making an official report on the whole of the elections to the City Council and in th© meantime he had nothing to say for publication.
