CITY ELECTIONS.

SURPLUS TRANSFERS. PREFERENCES EVENLY DIVIDED. With three transferences of surpluses completed before noon to-day. no members of the City Council beyond those notified on the first count as successful. had been elected. A commencement was made with the surplus of Archer, after which those of Beanland. Armstrong and Agar were dealt with. On the first count Howard was only 248 votes short of the quota, and his election on the second transfers seemed probable, but this did not occur, indicating a fairly even distribution of second preferences among other candidates. it is not at all improbable that a large number of second preferences were given to candidates who did not need them by reason of the fact that they were already elected oil the first preferences. In such cases the particular papers go to the credit of the candidates securing the subsequent available preferences on them. The official figures of the- first countdecreased the total vote for the Citizens’ Association candidates by 67, and that for the Labour Party candidates by 58. and increased that for the. independents by 15. The only alteration in the positions of candidates caused by the recount wag that Mr M’Kellar moved from fifth to sixth place on the Citizens’ Association list, changing places with Air Beaven, who moved from sixth to fifth. The figures are :

On the fourth transfer Howard wag elected, the preferences going to him. giving him a. surplus which will, in turn, have to be distributed. A start was made with the- distribution of the surplus of J. Anderson. HARROT’R BOARD ELECTION. A commencement was made this afternoon with the first recount of the rotes cast in the Harbour Board election. The same process of a triple recount that took place in connection with the first preference rotes in the City Council election will be tollowed in the case of the Harbour Board.
