BOLSHEVIK ADMISSION. By Telegraph—Press Association—Copyright Australian and N.Z. Cable Association. MOSCOW, April 26. M. Rykoff, President of the Economic Council, M. Bogdanoff and other members of the Labour and Defence Council, reported at the Communist Congress that the condition of manufacturing industries, as well as of production, is calamitous. The State is unable to support even the most vital industries, and the outlook for the coming half-year is desperate.
