(Received Januarly 13, 10.6 a.m.) LONJXIN, January 12. The Duke of Devonshire (Secretary of. State for the Colonies) saw a delegation at the Colonial Office which asked that Earl Balfour’s declaration regarding Palestine should b© abrogated and a system of responsible government should be inaugurated. The Duke of Devonshire replied that the Government wo-uld consider the question, but lie could not hold out the hope that there would be any departure from the late Government’s poliev in Palestine.
