RELATIONS STRAINED. By Telegraph—Press Association—Copyright Australian and N.Z. Cable Association. TEHERAN, November 30. The relations between the Russian Legation and the Persian Government arc strained, owing to the prohibitive import duty placed on Persian goods entering Russia, which is strangling the Northern Persian export trade. Negotiations for a commercial treaty between the countries are suspended and the possibility of a rupture of diplomatic relations is feared.
