Air Stewart said, i would he to comb the western part of the United States with an intensive advertising campaign, to attract tenant farmers who were now paying rent from seven to ton times greater than, they would pay in Canada. A second publicity campaign would he conducted in Great Britain and certain countries of Northern Europe, whose nationals, it was considered, would make excellent immigrants. An effort would be made to secure farmers with funds, hut tenant f aimers would also be encouraged to come. Large Canadian land-owners in the west would he asked to release a part of their holdings for tilling on a tenant co-operation basis. Mr Stewart did not mention the question of granting credits to prospective. settlers.
