(Received August 6, 9.20 a.m.) BERLIN, August 6The Soviets' circular to the world’s governments says that ten provinces aro famine-stricken. In consequence of the drought the crops are either wholly destroyed or yielded only ten to fifteen per cent of the average crop. Thirty-five million poods a£ grain are required to feed the rural and town populations, also 18,000,000 poods are needed for seed purposes. (One pood is 361 b). It is not at present possible to say whether the harvest from other Russian regions can help, but it is bound to be very limited. The calamity is great, yet nowhere are there disorders and risings such as was circulated in the European and American Press.
