The letter is signed by Californian Senators and Congressmen accompanied by a brief generally approving of the contents and inviting serious consideration hv Mr Hughes. The brief states “To-day the intelligent whito business and professional labouring elements which until a few months ago were derided concerning warnings oi' tho Japanese peril are openly, secretly, directly and through commissions, petitioning for protection.” The brief adds “ A treaty of settlement with Japan would be a violation and an invasion of the States’ rights.”
