HARBOUR REPRESENTATION.

NEED FOR REVIEW. Referring to the vacancy caused by' the death of Mr T. D. Boag, the chairman (Mr J. Storry) said that section 13, sub-section (2), of the Harbour Amendment Act, 1910, provided: “ The Governor may by warrant under his hand appoint some qualified person in his place,” the member so appointed to hold office only for the unexpired portion of the term of office of his predecessor. This would be until April 25, 1923. Mr W. J. Walter suggested that the board should make a recommendation Dr Thacker, M.P., said that tho representation on the board wanted revising. The city of Christchurch, with a population of 67.232, had four 'members, the metropolitan area, with a population of 37,745, had one member, and the country districts, with a population of 54,300, seven members. On a proper basis the city should have five members, the suburbs three and the country districts should have four. “ On a population basis,” said the Hon R. Moore. “ It w'orks out about the same on capital value,” said Dr Thacker. “ The whole Act requires revision.” The chairman said that tliis action could not bo discussed. Oil Mr IT. B. Sorensen’s motion the chairman was requested to make inquiries from the combined district represented by Mr Boag as to a suitable person to take Mr Bong’s place, and make a recommendation to the Government accordingly.
