The Minister of Finance and representatives of the Hong Kong and Shanghai Bank, the International Banking Corporation, the Bank of Indp-China, anti the okohama Specie Bank, signed a 4,000,000 dollars famine loan, the security being a 10 cent Customs surtax, which operates from March 1.
