RED PERIL AVERTED. VICTORY FOR THE MEN. DUAL CONTROL OF INDUSTRIES, By Telegraph—Pies. A.ioointion—Copyright, Australian and N.Z. Cable Association, (Received September 21, 9.20 a.im) ROME, September 19. The Red peril in Italy has been averted, and an agreement, which is a signal victory for the workers, has been reached, owing to Premier Giolitti’s insistence upon the men’s qjaims. The agreement provides an increase of from 60 to 80 per cent in wages foil metallurgical workers, ioint control of factories between workers and employers, and the evacuation of factories. Signor Giolitti issued a decree declaring that the manufacturers agreed , : to. dual control, on the ground that the workers affirmed that the object is to improve the disciplinary relations between workers and employers, and to increase output. Consequently a joint committee is being established, composed of six manufacturers and six workers,_ who will draw up proposals' which will be submitted to Parliament as a Bill to reorganise industries on the basis of Labour’s participation in the _ technical, financial and administrative control of an industry. In the event of subsequent friction in any establishment the agreement provides for the appointment of a committee consisting of two masters and two men, to decide what steps will be necessary.
