Tlio letter w nt on to state, that “ the present condition of unrest and consequent uncertainty of _ tenure makes one diffident! about asking for more than the both rock requirements to meet immediate! necessity, and the recommendations have accordingly been made with this! object in view, and do not, therefore, indicate ■everything which under more favourable circumstances one would consider necessary. The conditions of many of the bars showed need for mow attention being given to matters of, cleanliness by the licensees, but .ihh structure of the bar counters is not such as to facilitate, ready and effective cleaning.
