(Received February 18, 10.30 a.m.) LONDON, February 17. Lord Leverhnlme, speaking i n London, said we could not return a single one of Germany’s colonies, because such action would sow the seeds of disruption in the Empire. The colonies would feel that tho Mother Country had betrayed them.
