The House of Lords has amended the new Ministries Bill, limiting the reconstruction of Ministers' frmctions to matters arising as a natural consequence of tho war. Lord Salisbury explained that) the object was to prevent experimenting in pet subjects. Australian and N.Z. Cablo Association. (Received August 16, 2.20 p.m.) LONDON, August 10. In the House, of Lords, Lord Salisbury's amendment that no order under the Ministry of Reconstruction should be issued unless in pursuance, of a resolution of both Houses, was carried by 24 to 22, despite the Lord Chancellor (Lord Finlay) resisting on the ground that it wo.ild empower Parliamjoint to act as an executive body.
