NATIONAL EFFICIENCY.

PRIMARY PRODUCTS IN CANTERBURY. ORGANISATION IN HAND. The work of organising the primary produots industries in Canterbury is being pushed on by Mr J. A. Frostick, National Efficiency Commissioner, and Mr E. P. Burbury, chief adviser oil primary products. One of the difficulties a$ far as shearing is concerned is that there is a tendency for shearers to regard the largo sheds as more attractive than the lor ones, and there has been some trouble in getting sufficient men in a district, so that the whole district is cut out. In one district nine 'largo farmers have agreed to give the use of their sheds to their neighbours for shearing purposes. In other cases farmers have undertaken to do the work for their neighbours for merely the bare out-of-pocket expenses, taking-no profit and making no cliaTge for the use of the sheds. Others, in addition, have offered all the personal a.ssi&tance they can give. As far as the Commissioner can judge, this spirit permeates the whole of the Canterbury He has sent a circular to the Committees of Advice, explaining hew noma of the committees are working enthusiastically and efficiently and suggesting that they bhouid write to Mr J. Fitzpatrick, honorary secretary of the Kowai Committee, Balcairn, for particulars. " This is a very practical way of dealing with the difficulty, 1 ' the circular states, " nnd I think the committees are to be commended for making the necessary in good time." Many replies have been received ta tie Commissioners circular referring to mustering in high country in Canterbury, and he expects that Messrs Tripp, 'dasou and Little, the special committee set up to consider this problem, with the information in it&. possession will bo able to arrange for the complete mustering of all hill country in the Canterbury military district. it is believed, from the reports as to that there will be sufficient under oiler for the district. Shortage* Are expected in four districts, but tho Commissioner thinks that, with co-oper* ation amongst farmers, this difficulty can be met. The Geraldine Committee of Advice has forwarded n notice of motion fop the first nieeting of the General Coun« oil of Primary Industries in the Oan< terbury district. The motion sets forth that a direct Council of Advice should be sot up. nominated by the Generaa Council and approved by the Canter* bury Commissioner and' the Government. One member should be nominated l>y rc])_resc:it ives of the General Council ot the combined districts of Marlborough, Nelson and Westland. cue by the General Council for North Canterbury, and one to represent South Canterbury. These gentlemen will .-be responsible for the proper presentation to the National Efficiency Hoard of questions of interest) inl their | district connected with the primary j products. The full council Bhould consist. of those three members, and of ona member nominated my the Commission -' er, the Commissioner to be chairman, j Mr Frostick was asked to-dav when the first meeting of the General Council will bo held. He said that it could not be fixed until the Efficiency Board had mot in Wellington next week.
