GERMANS IN MEXICO. Reuter's Telegrams. EL PASO, August S. Germans and German sympathisers in Chihuahua are circulating propaganda that the Vnited States is on tho verge of a revolution. They appeal to Mexicans to strike and regain all former Mexican territory. Bombs were placed in three Norwegian ships, one American and one Newfoundland schooner.
