WAR LOAN BILL.
CERTJFICATE PROVISIONS

WELLINGTON, August 8.
A message from the Governor-Gen* cral this afternoon introduced an amendment to die War Loan Bill, providing for the proposals explained by Sir Joseph Ward yesterday expediting tho transference of money from accounts in th.i Post Office Savings Bank to a War Loan fund for tho purchase of certificates, means for safeguarding war certificates and for tho extension of the term of certificates from five to ton years.
Tho Finance Minister explained that the Bill provided for the extension of tho period from five years to such period as the Minister thought fit, but that ton years was tho proi>osed new term.
In reply to Dr Newman, Sir Joseph Ward stated that the maximum amount which any one person could invest in certificate* would be fixed at eithei £SOO or £IOOO. His present idea. however, wa.s to make it £IOOO, and that would probably bo the amount decided upon. Tho amendments were agreed to with out discussion.
