The Ministry of Marine has ordered the Commander-in-Chief of the Baltic fleet to send at full speed four torpedoboats to Petrograd to act against the crowds of mutineers coming from Kronstadt. The Government is aware that the crews of some of th<"* battleships in the Baltic are largely composed of Anarchists who threaten to support the m'atinous garrisons in Kronstadt. The Ministry of Marine has therefore ordered that any warships attempting to leave Kronstadt must be torpedoed by the submarines on guard.

The editors will be tried. A decree creates enemy front revolutionary courts-martial, each composed of three officers^,and three privates, to deal with mutinies, disobedience and treachery. The Government is ■convoking a conference at Moscow of delegates of the principal representative bodies to con« sider the country's position. Tho judiciary is taking measures to bring to justice the organisers of tho recent revolt.
