LOYALIST LEAGUE FORMING. Australian and N.Z. Cable Association. CAPE TOWN, July 23. The Nationalist Independence nynifesto has roused indignation, and a counter movement in favour of a. Nonparty Constitutional League if. retiring tin- support of Dutch and British Loyalists. BOERS SUPPORT BRITAIN. At the South African party congress, composed mostly of Dutch delegates, wliicn mot at Bloemfentejn last week, a resolution was introduced expressing emphatic approval of th© Government's war policy, ani a hopo that German South AVest Africa v, ould bo letained as part of the Union. The resolution also recognised " the immense value of the Navy in maintaining our overseas commerce," and fully approved of the grant of £1,000,000 to the British Government from South Africa, finally, the resolution expressed pride and satisfaction in the appointment of General fcrmutc. to the British War Cabinet. The whole congress rose and cheered enthusiastically, and the resolution was passed by acclamation Ecuter'3 Telegrams, CAPE TOWN, July 23. The Hon Henry Burton, Minister of Railways, declares that t'ae viev.\s contained in the Nationalistic manifesto have been repudiated by the Englishspeaking section, and the great majority of the Dutch.
