OFFICERS AGAINST OFFENSIVE PROPOSAL.
NEW YORK. July 23, The New York "World's'' 'Washington correspondent reports that PearAdmiral Sims and the Allied, naval officers oppose the suggestion for an attack on U-boat bast*. They regard the German naval defences as impregnable and foresee that the result of the attack would be unfavourable to + he Allies.
