JHE "WASHING-UP" BILL
[Fpom Ottb Coiiiiespoxdent.] ... WELLINGTON, July 27. The Lands and Empowering Bill, otherwise known as the " Washing-rap " Bill, was introduced to-d&y. It contains eighty-six clauses, and the Prime Minister stated Hhat it would contain a hundred clauses before it was finished. "The plain truth is," said Mr Massey. "that this ' Washing-up' Bill is becoming far too popular. Local bodies all over New Zealand anxiously look forward to it to get in little clauses avoiding bringing in a local Bill." The measure was referred to the Lands Committee. CANTERBURY CLAUSES. Only a few Canterbury clauses appear in the measure.
The purpose of a reserve of ten acres in Ashburton" has .been changed from plantation to municipal purposes; The reservation over a portion of the Peel Forest scenic reserve is cancelled, as having been given under a misapprehension. The Waimairi County Council is empowered to supply electricity to persons beyond its boundaries with tlid consent of the other local authority affected. Another clause repeals Section 4S of the Christehurch District Drainngs Board Act. A new clause is substituted permitting the board to borrow as overdraft an amount not exceeding the income of the board for the previous year.
