Count Bernstorff admits that von Ijrol's papers am unofficial, but claims thom on the ground that they are an Embassy attache's belongings, and therefore immune from seizure. The Department °f Justice refuses to surrender them on. von IgeFs demand. arguing that any documents relating to plots against the safety of the State are not immune.
