FRENCH ADMIRAL'S' ADVICE. Rear-Admiral Degouy, now on tho retired list, has been examining the means by which tho Allies can get at the German fleet, and tho conclusion he comes to is that wo must first set about crippling the Kiel Canal, if notdestroying it altogether. Putting tho canal out of action can only be done by an air raid. To ensure the success of an aerial attack, the thinks it imperative that the expedition! should start from a poiiit under 100 miles from tho centre of tho canal; and he- contends that a smart and energetic dash, by the British fleet could 1 easily secure such a base for tho Allies. Onco the canal is obstructed, the combined Allied fleets, including the Russian, which would operate in the Baltic, would have to resolutely seek out the Gorman fleet and force' it to give battle. Divided in two .probably by the bottling of the canal, or in any case undoubtedly inferior in strength to the attackers, the Germans woultl give battle under conditions that could admit of no escape for them, even when due allowance bs made for their Zeppelins and the toast defences.
