The Cost of Living Hill to be intro- . dueed by Sir Joseph Ward, establishes a Hoard of Trade, consisting of the Minister of Industries and Commerce and two others, to whom, the Government will pay a salary. When conducting the investigations tlio board will have powers under the Commission of Inquiry Act. Tho scope of the Commerci d Trusts Act will bo extended so as to cover any .article, of feed for human consumption and the ingredients used in the manufacture of such articles. The powers of borough councils will bo extend eel to enable them to carry on tho business of milk dealers, cool storage, bakeries and bricknmking.
