The Cost of Living Hill to be intro- . dueed by Sir Joseph Ward, establishes a Hoard of Trade, consisting of the Minister of Industries and Commerce and two others, to whom, the Government will pay a salary. The appointed members must not engage m _ any ~ other employment ontsido tho business of tho Ixiard. The duties of tho board are to investigate <sa*cs of infringement of tho Commercial Trusts Act, inquire into and report to tho Governor upon matters affecting tho cost of living, or any other question referred to it'bv the Governor relating to supply and demand, the price of commodities, and complaints that any class of goods is unreasonably high, to institute inquiries with reference to markets for New Zealand goods, and generally to advise how trade, industries and commerce can bo developed. When conducting the investigations tlio board will have powers under the Commission of Inquiry Act. Tho scope of the Commerci d Trusts Act will bo extended so as to cover any .article, of feed for human consumption and the ingredients used in the manufacture of such articles. The powers of borough councils will bo extend eel to enable them to carry on tho business of milk dealers, cool storage, bakeries and bricknmking.
