THE KAISER'S WARNING.
"Timers" and Sydney "Sun" Service*. (Received September 29, 9 a.m.) LONDON, September 28. Dutch newspapers assert that the Kaiser wrote in the most imperative terms to tho generals in tho west stating that the successful issue of the war was dependent upon tho events there, and that any important successes obtained by the Allies would be corsidered due to culpable negligence on tho part of the German commanders.
