General Carranza has informed the authorities at Washington that lie mil treat with American consuls for the protection of foreigners, provided those countries invest the American consuls with authority. ■ This is tantamount to a recognition of General Carranza's belligerency. < General Carranza is snapping his fingers in the President's face, but tbe policy of watchful waiting will be continued unless it is dramatically upset.

At. a Labour meeting Mr Johan Ware said that the Labour Party had not, been consulted and knew nothing about Mr Tom Mann's visit. Personally he did not think that- Mr Mann would be allowed to land.
