Admiral Von Koester, speaking- at "Wiesbaden, said that in order to maintain Germany's place in the European navies, a new and extraordinary demand would be required for preparations of war. It was absolutely necessory, wherever German interests wore concerned, that the German flag should be shown by the side of others. The construction, of warships, three unite yearly, must bo continued, and a permanent enlying squadron established.
