ESSAD PASHA'S PROCLAMATION. By Telegraph.—Press Association— Copyright. (Received April 29, 10 a.m.) LONDON, April 28. The Albanian delegates state that Essad Pasha's proclamation is tho result of an intrigue with Montenegro and Servia, fomented by tho Young Turks. They say that tho Albanians desire a European prince. DEMAND FOR SCUTARI. MONTENEGRO'S PROTEST. In reply to the demand by the commanders of tho international fleet for the evacuation and transfer of Scutari with the briefest possible delay, Montenegro has protested that the request is cruel and unjust. She asked to bo treated on an equality with the other allies.
