SPRINGS

The Springs County Council met at Springston on Tuesday ; present—Councillors F, Wolfe (chairman), 11. Lochhead, C. "Wolfe, I. Andrew and W. Kime. , The Police Department wrote stating that 300 ft of 12in pipe had been sent to Lincoln to be laid for the purpose of providing drainage from the Lincoln police station, and asking the Council to lay the pipes. The Council decided that it could not se.e its way to lay the pipes, and, further, that a request should "be made that a nuisance caused bv the present drainage should be abated. A letter was received from Mr William M'Millau thanking the Council for supporting his appointment as representative of the combined counties on the North Canterbury Hospital and Charitable Aid Board, and promising to do his best to look after the interests of the country districts. The Public Works Department wrote in reference to the Council's request for a transfer of a grant for installing the Greenpark-Motukarara Road for expenditure upon Fiddler s Road, stating that the request could not be granted. It was decided to join in with the Southbridge Town Board to appoint representatives to wait upon the Minister of Railways to urge upon him the necessity for a faster train service on the Soiithbridge-Christchurch line. Councillors Lochhead ancV Andrew were deputed to arrange details in connection with the framing and hanging of photographs of old members of the late Board and the County Council. Councillor Wolfe moved that the report of tho committee appointed to go into the question of heavy traffic bylaws should be. adopted. He agreed with the remarks of Councillor Lochhead that it might be wise for each Council to separately adopt the by-laws, as the time might come when the conditions existing in any of the three counties (EUesmere, Springs and Paparua!) might make some changes desirable. It would be impossible to do this without considerable trouble if they combined in the matter of advertising and bringing the by-laws into force. The motion was carried.

In his monthly report, the overseer stated that the' shingling contractors had. not yet made a start with their contracts. The only carting that had been,done was with the Council's own teams. There was a sum of over £3OO outstanding in rates, despite tho fact that 10 ]>er cent .would be added shortly.

Councillor Lochhead mentioned tho decision of the Christchurch City Council to examine and license motor-ear drivers, and expressed the opinion that County Councils should havethe same power, and that the one license fee should cover entry into the city and any county.

Councillor Andrew spoke in support of the City Council's action, as he considered it'desirable that motor drivers should have to submit to examination.
