Reuter's Washington correspondent cables that the Senate, by twentyfour to one, exempted tho coasting vessels from Panama tolls. The vote is interpreted as foreshadowing tho freedom of all American vessels, and an indication that tfi'e Senate will not agree to arbitration. SENATOR CUMMINS'S VIEWS. AMENDMENTS DEFEATED. (Received August 9, 12.55 p.m.) VANCOUVER, August 8. A Washington telegram states that during the debate in the Senate on the Panama Bill Senator Cummins said the question was not for arbitration. Should diplomacy fail, he said, war would b8 the final arbiter. An amendment requiring the owners of coastwiso vessels to exempt the Government from liability in cases of damage was defeated. Another amendment, providing that American-owned vessels built abroad should be entitled to registration in coastwise, was defeated.
