NAVAL BILL INTRODUCED. STATEMENT BY CHANCELLOR. United Press Association—By Electrio Telegraph—Copyright. (Received April 24, 8.20 a.m.) • LONDON, April 23. In introducing the Navy Bill in the German Reichstag, Dr Rathmaain-Holl-weg, the Chancellor, said he was convinced that nono of the Great Powers was seeking a.quarrel with Germany, though there was a danger of the nation being driven into war by a noisy fanatical minority. Ho added that it would be disastrous for Germany to maintain tho principle of meeting naval expenditure out of loan money.
