A Berlin message says that the Kaiser dined at the French Embassy for tho second time since 1870. Ho intended to leave to-day for Corfu, but suddenly postponed his departure owing to rumours regarding tho resignation of Herr Wermuth, the treasurer, which, it is alleged, marks a ministerial crisis, possibly involving Herr von Bethmann Hollweg, the Chancellor.
